The Portland City Council takes up a marijuana festival’s denied park permit Thursday afternoon. The Parks Bureau has rejected Hempstalk’s request to use Waterfront Park this September – or any other park. The Oregonian reports it’s the first time any event has received a blanket refusal.

Parks and police officials say last year’s Hempstalk was the last straw. They say rampant drug and alcohol use, litter and illegal camping plagued the 2013 event, and they have no confidence Hempstalk can get it together this year, either. Festival organizers say the allegations are untrue, and they’re willing to take the issue to court if need be.
