Nicole Dungca reports for The Oregonian that the district has given significant ground on two key sticking points – a limitation on workload, and health insurance costs. The new offer came out of this week’s all-nighter for negotiators.
If teachers accept it, the deal could avert the first teachers’ strike in Portland history.
