Its troubled website still isn’t up and running, but the Cover Oregon health insurance exchange is chugging right along. A new federal report says the program has signed 33,000 people up for private insurance–without the site. The Oregonian reports that means the state is holding its own with states that have working exchange websites, even though Oregon has had to do it all on paper. The number of new enrollees more than doubled from December to January. What we don’t know is how many of the 33,000 were insured before. Oregon ranks 24th in terms of raw enrollee numbers among all 50 states; among the 14 states which set up their own exchanges, Oregon is 7th.
