Oregon is the fourth least affordable state when it comes to preschool, and state and federal funding provide preschool for only those families in deepest poverty, reaching only 15 percent of three- and four- year olds in Multnomah County.
In the fall of 2018, Multnomah County Commissioner Jessica Vega Pederson convened a task force to develop a roadmap for overcoming the barriers to providing universal preschool in Multnomah County.
Then, in the summer, the Preschool For All task force released its report with a set of recommendations to expand preschool access across Multnomah County for the thousands of children who are not currently being served.
After considerable work, Preschool For All made it on the ballot for the November 3rd Election. Ballot Measure 26-214 promised to provide “voluntary, tuition-free high-quality preschool for all children who are 3 or 4 years old” by September of the enrolling year. It passed!
