The Portland Water Bureau has a new independent watchdog. Yesterday the City Council voted unanimously to ask the Citizens Utility Board to act as ratepayer advocate, a role it already fills statewide with electric and natural gas utilities. The Portland Tribune reports the nonprofit CUB will inspect the Water Bureau’s capital expenditures and other projects and push for the lowest possible rates for water customers. CUB’s work will be funded not by the city but by donation.
