Captain Mark Kelly, husband of former Arizona Representative Gabby Giffords, will testify at an Oregon Legislature hearing this morning on expanding gun purchase background checks. A gunman shot Giffords in the head in 2011, and the couple now advocate for what they call sensible gun control.

The hearing covers Senate Bill 1551, which would expand the state’s background check requirements from licensed dealers and gun show to cover all sales. The sole exception would be for transfers between family members.

The Salem Statesman-Journal reports a similar bill died in 2013. This year’s version has a broader definition of “family,” but opponents still say it goes too far.
